In the North West, municipal expert Dr Arthur Shopola says outsourcing to consultants to render services is one of the major contributing factors to wasteful expenditure.
This comes as Treasury withheld July funding from 13 municipalities in the North West. The Treasury cited failures to address unauthorised, irregular and wasteful expenditure, as well as the lack of consequence management. But some Mahikeng and Lichtenburg residents doubt that the intervention will improve service delivery.
