Committee with three documents, two state reports, and one
question: "How many people lose coverage?" What followed was
sixty seconds that produced something the room had not seen
in any prior exchange that morning — and a Treasury Secretary
who couldn't say the number his own department calculated.

📄 THE FIVE DOCUMENTS:
✅ CBO independent score — "fourteen million" people lose
coverage under this budget's Medicaid provisions
✅ CMS coverage impact analysis — a figure in the same range
as the CBO, starting at fourteen million
✅ Treasury's own technical appendix to the budget
submission — contains the same fourteen million figure.
Buried in the appendix. Not in the summary.
✅ Two state-level implementation reports — both conclude
it would be "fiscally impossible" for states to absorb
the federal cuts without eliminating coverage entirely

📌 "How many people lose coverage?"
— Bessent: "The budget framework is designed to achieve
long-term fiscal sustainability while protecting the most
vulnerable Americans." Not an answer.

📌 "How many people lose coverage?"
— Bessent: "The coverage impact will depend significantly
on how states choose to implement the federal framework."
Still not an answer.

📌 "Does your department know how many people lose coverage
under this budget? Yes or no."
— Sanders had the answer. The CBO. The CMS. And the
Treasury's own appendix. All three said the same thing.

📌 "Fourteen million people is not a modeling output that
requires context to interpret. It is a number your
department calculated, put in a document, submitted to
Congress, and did not mention in the summary."

📌 "Your department modeled the federal savings. These two
states modeled what happens on the other end. The other
end is fourteen million people."

📌 "I have never seen a budget where the answer to how many
people lose coverage was in the appendix."

⏱️ Five documents entered into the congressional record.
3 motions passed unanimously. 14 days for Secretary
Bessent to personally certify and deliver the complete
coverage impact modeling. GAO independent review ordered.
Bessent left without making a statement to the press.
