China took 99.4 percent of Iran's crude exports in 2025, up from 88 percent two years earlier, according to the U.S. Energy Information Administration. The rest of the barrels don't get sold; they get spent. Treasury's September 2, 2025 action on the Waleed al-Samarra'i network described Iranian crude blended into Iraqi crude near Basra and sold under an Iraqi label, roughly $300 million a year. FinCEN's advisory on Iranian oil smuggling names the relabeling zone off Malaysia, the UAE free-zone front companies, and the Dubai and Istanbul exchange houses that settle the cash. Russia's $1.75 billion deal for 6,000 Shahed-136 drones came with a licensed production line at Alabuga. On March 12, 2025, OFAC designated Sweden's Foxtrot network and its leader Rawa Majid under the transnational organized crime authority for a grenade attack on the Israeli embassy in Stockholm on behalf of the Iranian government. On April 4, 2026, ICE arrested Qassem Soleimani's niece and grand-niece in Los Angeles; the State Department revoked their green cards. And British and Israeli press reported in March 2026 that roughly £200 million in London property, bought 2014–2016 through intermediaries already under UK sanctions, is linked to Mojtaba Khamenei, now Iran's Supreme Leader. Seventy countries on six continents appear somewhere in the four networks: oil, hardware, drones, and organized crime.
The obvious question is why a country whose air force and navy have been wrecked hasn't folded. The answer is that the Islamic Republic is not only a state; it is a trading network, and the partners in Dubai, Istanbul, Basra, Muscat and Kuala Lumpur have every reason to keep it alive. Washington tolerated most of this for years. The sanctions campaign of 2025–26 is the first serious attempt to price it out. The question now is whether the middlemen believe the pressure is permanent, or whether they are simply watching the American electoral calendar and waiting it out.
