USPS could run out of cash by early 2027, according to Postmaster General David Steiner, while the agency is simultaneously being sued over a new mail-in ballot rule it never received funding to implement. The national debt crossed $40.1 trillion this month, growing by roughly $7.35 billion a day, and interest payments on that debt now exceed the entire cost of Medicare and the U.S. defense budget combined, according to Treasury and CBO data.
Against that backdrop, USPS has lost money three years running: $6.5 billion in 2023, $9.5 billion in 2024, and $9 billion in 2025, and it's carrying $166 billion in unfunded pension and retiree health obligations, per GAO testimony. Federal law has let USPS request up to $460 million a year in public service reimbursement since 1970. It hasn't asked for a dollar of it since 1982, 44 years unused, until now. In June 2026, Steiner brought a funding request to the Senate and ran into resistance from fiscal hawks.
At the same time, a March 2026 executive order required USPS to verify mail-in voters' eligibility and build a new ballot-tracking system, with no funding attached, which the Brennan Center and Issue One have both called an unfunded mandate. USPS published its final rule August 21st; the Supreme Court cleared it on procedural grounds August 24th; a federal judge blocked it again days later, and a preliminary injunction has kept it blocked since September 4th, the same day North Carolina mailed the first ballots of the midterms.
