National Treasury has reached for its most drastic financial weapon, turning off the funding for 69 municipalities across South Africa. This decisive intervention follows systemic, multi-billion-rand financial mismanagement, including an astronomical R15.7-billion owed only to local water boards. With municipal councils adopting unfunded budgets and failing to implement basic consequence management, local service delivery is hanging by a thread. In Makhanda, a damning South African Human Rights Commission report has even recommended dissolving the local council entirely over ongoing water failures.
